Two evidence frames

Local navigation frame — permitted evidence: an explicit manual anchor, relative movement, heading and barometric trend. Prohibited interpretation: treating any of it as a self-certifying absolute fix.

Network context frame — permitted evidence: public egress address, network operator, timing and approximate area labels. Prohibited interpretation: reading any of it as a person, a handset, a tower or a carrier path.

Decision states

NAVIGATION OK — local evidence is within configured bounds.

ANCHOR REQUIRED — local error or calibration quality is insufficient; ask for a manual anchor.

CONTEXT CHANGED — the observed public egress context changed; preserve local state and change nothing about the position.

SAFE DEGRADED — evidence conflicts; withhold an exact location output rather than publish a confident wrong one.

The rule this exists to enforce

A network-context observation may never update or authenticate a physical position. The full reconciliation and validation requirements are held with the mesh routing work in the adp-mesh repository.
